In his address to Parliament in early November 2023, King Charles III made a brief acknowledgment that “legislation will be brought forward to safeguard the future of football clubs for the benefit of communities and fans”. The UK Government later confirmed that such safeguarding would be the responsibility of an Independent Football Regulator (IFR). This confirmation also clarified that the key responsibilities of the IFR would include the creation and administration of a licensing regime under which football clubs in England[1] will operate.
