FIFA has been on some journey in its implementation of its FIFA Football Agent Regulations (FFAR) - and they are not quite there yet. The FFAR - arguably the most significant football regulatory change in recent years - was approved by the FIFA Council at the Qatar World Cup in December 2022. The reforms were seismic, with caps on agent fees and a mandatory licensing system (which involved an exam for agents) grabbing much of the media attention.
