Chelsea FC Transfer Ban

The FIFA Appeal Committee has decided to partially uphold the appeal lodged by Chelsea FC against the decision of the FIFA Disciplinary Committee, to sanction the club with a ban on registering new players for the next two transfer windows (until the end of January 2020)*.

The transfer ban relates to breaches of FIFA rules surrounding the protection of minors (Article 19 of the FIFA Regulations on the Status and the Transfer of Players - RSTP). This means that Chelsea cannot currently make any signings until the summer of 2020, though they are still permitted to sell players. The transfer ban does not affect the club’s women’s and futsal teams. The club has also been handed a fine of CHF 600,000 (approx. EUR 530,000).

It appears that the specific provisions of the FIFA RSTP that Chelsea have been held to have breached are Articles 19(1), which bans the international transfer of players under the age of 18
