One of the most recent Court of Arbitration for Sport (CAS) cases in which the Romanian Football Federation (FRF) has been involved is the appeal to the CAS of ASA 2013 Targu Mures (the Club) seeking the annulment of the supporting decision no. 5/27 May 2016 rendered by the FRF’s Club Licensing Appeals Committee, deducting 3 points from the ranking of the 2016/2017 season of the Liga 1 Championship for violation of Article 46 of the National Clubs’ Licensing & Financial Fair Play Regulations, overdue payables towards other football clubs.

The question to answer is why did the FRF’s Licensing Committees consider that the club had outstanding debts towards other clubs?

On 16 July 2015, the Club duly signed a transfer agreement with the club Asociatia Speranta Targu Mures regarding the player Norbert Sandor Feketics.

Also, the Club signed a contract with the player, changing the status of the player from amateur to professional.

Before playing for the two abovementioned clubs, the player represented the Hungarian club Honved Budapest.
