European Stakeholders Adopt Joint Resolution on the Reform of the Football Transfer System


At the same time as the publication of Football Legal # 23 - whose Special Report analyses the first year of the Diarra judgment - the European social partners have adopted a joint resolution on the key principles that should guide the reform of the football transfer system. Signed on 26 November 2025 within the EU Sectoral Social Dialogue Committee for Professional Football, the text outlines the foundations of a future EU-aligned regulatory framework.

A Coordinated European Response in the Aftermath of Diarra

Meeting within the framework of the EU Sectoral Social Dialogue Committee for Professional Football (EU SSDC), the undersigned parties - UEFA (in its capacity as associate party and Chair), the European Football Clubs, the European Leagues and FIFPRO Europe - adopted a resolution addressing both the context of the current reform and the principles intended to structure its development.

The resolution explicitly recalls that the Diarra judgment of 4 October 2024 “challenged some of the key provisions of the RSTP that required adjustments to ensure compliance with EU law” . It also notes that the ruling created an opportunity to...
